T- The government created laws to stop the usage and abuse of alcohol, but bootleggers were able to get around those laws and still gave people alcohol to drink. In the end, the laws did not effect people because there was still ways to get alcohol.
S- This comic is significant because it showed government that they laws they created did not do anything and it basically told government that their were many people breaking those laws and they could not do anything about it.
This comic relates to the essential question of the overreaction of the government with the problem of alcohol and how bootleggers showed it. It shows it because bootleggers were breaking the law and did not care about the law with alcohol.
